EU digital legislation: ‘Omnibus’ in turbo mode

On 13 November 2025, the 49th Data Protection Conference (DAFTA) of the Society for Data Protection and Data Security (GDD) e.V., Bonn, began in Cologne under the theme ‘From data protection to data usage rights – how operational data protection proves its worth’. Moderated by Prof. Dr Rolf Schwartmann (Head of the Cologne Research Centre for Media Law, TH Cologne and Chairman of the Board of the GDD e.V., Bonn), the morning session of the event was devoted in particular to the tension between data use and innovation on the one hand and the protection of personal data on the other. Other key topics included the EU Commission's planned ‘digital omnibus’ and government oversight with regard to the AI Regulation and the Data Act.

The Society for Data Protection and Data Security (GDD) is a non-profit association that promotes sensible, reasonable, and technically feasible data protection. The GDD sees itself as an organization that represents the interests of data processing entities—especially small and medium-sized businesses—their data protection officers, and the citizens affected. One of its main focuses is promoting self-monitoring and self-regulation among companies. The GDD represents political interests for feasible data protection and data security requirements.
